This orchestrator manages all of our x86 VM based relays, including generating CIISS proofs for our AROI.

We have one RISC-V relay, and potential future experimental relays, managed outside of this orchestrator. The RISC-V relay does not appear in the CIISS proofs, meaning our AROI is not fully validated (96/97 relays pass validation).

We need the ability to inject relay fingerprints for externally-managed relays into the loop that builds the CIISS proofs and the MyFamily config lines.
